Bob Dylan wrote this in 1962 as a young man concerned with the issues that he saw in the world at that time.  If you watch the video it gives [print] clips/quotes from interviews he has done over the years.  He believed this a song that would speak to all the [coming] ages  ……and today in the 2000’s unfortunately these things are still an issue in many ways in every [social] circle of every nation.

Therefore, I’d say he was most unfortunately correct.  However, the answer my friends is not blowing in the wind because it is an unknowable mystery of life… nor is it an unapproachable chalet high in the mountains or skies.  It is still blowing in the wind because [the majority of] the human race will not allow it to come in and make a change.
